What You Will Do:

The role involves supporting and working with other leaders (including Partners, Directors, and Associate Directors) with engagement management, stakeholder management, project management, day-to-day project execution, and the support of business development activities such as proposal development, opportunity pipeline development, and professional networking. Examples of projects include: IT strategy and implementation projects; cybersecurity, data protection strategy and implementation projects; data strategy and governance projects; software and vendor selection projects and technology risk assessments. You will also:

• Monitor the technical aspects of the project and the vendor and/or client activities providing input and guidance that supports efficiencies to the client and project
• Assess technical design, system architecture, implementation strategy, and hardware, software, and network requirements of the project
• Identify and recommend project management and technical processes, methodologies, and tools to minimize risk and validate content
• Lead a portion of technology projects in review and assessment of replacement vendor tasks and work products, including providing recommendations for acceptance.
• Monitor the scope, schedule, and budget of the technology projects.
• Support the client management and stakeholders to plan for and address risks and issues as they occur, to ensure that the project remains on schedule and within budget.
• Make recommendations for improvement of processes based on observations, industry standards, and best practices
• Coordinating teams including establishing operating models and implementing methodologies to deliver global complex and high-risk multi-year programs;
• Develop and manage master integration management plans, critical dependency milestone trackers, and dashboards, tracking key program status updates and issues/risks, performing action item management for complex programs, including management of interface with infrastructure, communications, cyber, development and finance workstreams, utilizing project management tools
• Articulate leading business issues and trends, including the associated technology implications within one or more industries
• Support business development by identifying new opportunities and assisting with proposal development
• The role also involves supporting and working with practice leaders with development activities including creation of new service solution offerings; authoring thought leadership and white papers; mentoring and coaching consulting staff; and collaborating with other segment technology leaders.
• The role includes performing supervisory, mentoring and coaching responsibilities for assigned staff.

What You Will Need:

• 7 years of technology consulting experience, with 3 years working with public sector entities in a technology consulting capacity;
• PMP Certification;
• Bachelor’s degree from an accredited college/university;
• Demonstrates knowledge and practical application of leading technologies and solutions in customer relationship management, enterprise operations, data analytics, data governance and management, automation, cybersecurity and / or cloud;
• Demonstrates familiarity and application of leading frameworks, methodologies or standards such as the Project Management Institute Project Management Book of Knowledge (PMI PMBOK), Scaled Agile Framework (SAFe), Agile Scrum, Six Sigma, The Open Group Architecture Framework (TOGAF), Control Objectives for Information and Related Technology (COBIT), or IT Infrastructure Library (ITIL);
• Demonstrates knowledge and/or a proven record of success in key facets of state and local government, including:
  • Demonstrates knowledge and/or a proven record of success in core management consulting skills and the ability to lead clients through solution development including experience in areas such as application development, system implementation, Quality Assurance/Quality Control, and Independent Verification and Validation (IV&V);
  • Demonstrates experiences leading phases of a business solution delivery life cycle, including planning, analyzing, designing, building, testing, and deploying for large-scale technology transformation involving digital cloud-based technologies, technical infrastructure and network access;
  • Conducting quality management of transformation projects and service delivery, and replacing disparate integrations;
  • Coordinating teams including establishing operating models and implementing methodologies to deliver global complex and high-risk multi-year programs;
  • Supporting master integration management plans, critical dependency milestone trackers, and dashboards, tracking key program status updates and issues/risks, performing action item management for complex programs, including management of interface with infrastructure, communications, cyber, development and finance workstreams, utilizing project management tools;
  • Ability to articulate leading business issues and trends, including the associated technology implications within one or more industries;
  • Program management skills with experience managing and delivering complex and critical programs;
  • Financial and analytics skills with experience tracking and maximizing the return on technology investments.

What Would Be Nice To Have:

• Advanced degree preferred
• Certifications and demonstrated experience in project management, organizational change management, agile, business process optimization, and/or technology enablement
• Demonstrates a blend of technology solution development, functional architecture, and program management skills
• Demonstrates experience leading business development activities directed towards state and local government entities; may include actively engaging with state and local government leaders and staff, responding to government solicitations, creating marketing materials, etc.

• Demonstrating IT strategy skills by being able to develop and document business visions, technology strategies, and project roadmaps;
• Demonstrating IT documentation skills in producing technical deliverables through all phases of the SDLC (requirements, business analyses, data-flow diagrams, data models, design);
• Communicating knowledge of the SDLC and product and project life cycles by using business analysis and data architecture; and;
• Showing extensive program management, communication and presentation skills including the ability to liaise with technical and business teams and clearly articulate technology concepts to business audiences, in order to drive projects to completion
• Experience with technologies in low-code/no code platforms, data management and visualization technologies, advanced analytics, intelligent automation, robotic process automation, cybersecurity, cloud platforms, enterprise resource planning, systems, grant management systems, budget and performance management systems, enterprise asset management systems

The annual salary range for this position is $98,400.00-$196,900.00. Compensation decisions depend on a wide range of factors, including but not limited to skill sets, experience and training, security clearances, licensure and certifications, and other business and organizational needs.
